I'd guess it dates to 1980s or so

and badger brushes are especially suited for painting on glass and ceramic

One on side are two holes blowing through the top one sets the hand carved little wheel spinning, fast! On the opposite long side is a sliding panel, like on a slide top box, which opens just to reveal nothing really, just enough space to put maybe a secret note or photo inside. The wood is worn and aged and the wheel looks slightly crooked, but structurally its all in great shape and really a cool
